European Pre-Standard

European Standard Proposals (ENV), also known as European Pre-Standards, are the precursors of future standards.

The purpose of the pre-standards is to gather experience with the specifications so that these can be incorporated into the later standard. European pre-standards are limited to three years in the European Union, after which they are withdrawn or adopted as a standard.
