Format converters are electronic components that convert data formats or display formats. As an example, reformatting a digital data stream of a television signal that needs to be converted from one sampling structure to another.

A format conversion can concern the number of lines per frame or the pixels per line.

There is a great need for conversion especially in the case of display formats, since high- resolution image signals have to be converted for displays with lower screen resolution, or vice versa. These conversions involve conversion to the appropriate display format, frame rate, and line or pixel count: examples include conversion from 4K to HDTV or from UHDTV to SDTV, etc.

In format conversion, the signal is preserved in the original sampling structure. It is different when one television standard is converted to another.
