Free For All (FFA) are link collections. They are websites with link lists to other websites. The link lists are, as the name suggests, Free for All, i.e. they can be used by everyone free of charge.
The purpose of link lists is to increase the link popularity of one's own website and thus improve the ranking.
Free For All (FFA) is a rather questionable tool for search engine optimization( SEO), because the link entries can be posted without any verification or quality statement. Search engines now recognize such FFA link collections and do not rank them, and if they do, the links present on them are penalized.
