A threat actor is an entity that generates malware and has a direct impact on the IT security of financial institutions, corporations, and governments.

Threat actors are used to generate malware that interferes with financial transactions, spies on companies' research results, patents, and production processes, as well as political- level negotiations and mail traffic, and compromises communication networks.

Threat Actors can be individuals, groups, and organizations operating externally, internally, or in partnership. With external actors, there is generally no basis for trust. The situation is different for internal and partnership actors, which enjoy a certain level of trust.
