Cross-connections(QL) are lines that do not fit into the hierarchically ordered connection system of exchanges, but bypass exchanges for the purpose of optimal traffic routing.
They connect exchanges at the same hierarchical levels but also those at different hierarchical levels, for example, the local exchange(OVSt) with the central exchange(ZVSt), bypassing the node exchange (KVSt).
